The reporting system has been around for some time. In theory it means that users can self moderate, ie if someone posts shite you can flag it to the moderators. If the moderators agree then they can 'warn' the user, if your 'warn'ed too many times then you can have access restricted things like limit the number of posts in a day, have a moderator authorise every post etc etc

{ REPORT_MESSAGE_EXPLAIN } should be a message telling you that you have been reported, that your a very naughty boy and that someone will be along shortly to give you a spanking, with a No 5 Coal Shovel. Will have to fix this at some point.

PS if you all start flagging every post, it is 1 button to turn it all off!
