It will do 2 things

1 keep the price of nearly new 2nd hand stuff competitive.

2 Reduce the supply of older 2nd hand that the likes of you and I can afford, and therefore become more expensive. :x

I really dont think it'll have of an impact at all TBH.
The article Marty linked resounds with most of what I've heard from the trade, and on radio 4, so it must be right.

Anyway, this scheme will run for less than 1 year, after which time the status quo will return.
