Nah, it's the same horseshit earth strap as used on the bonnets.
Bin it, it's totally unnecessary.
There should however be a proper formed clamp not washers holding the battery to the tray.
I have a few knocking about. I'll bung it on the "items to bring to Mick" list!

The idea of the bonnet strap I believe is to reduce radio interference. Whether it works is another matter.
