So I took it off down to my good friends in Haemotology and got them to test it, all CSI stylee, and sure enough, it is blood.
Never before recieved a letter from DVLA covered in blood, so this was a first!
Working at the DVLA used to be a classic 'sink' job in Swansea - job of last resort. Then the humungous ntl call centre opened - where I worked when family circumstances took me back to Swansea a decade ago - and a lot of people moved there from the DVLA. Most were not the sharpest pencils in the box, but I'd be inclined to think in terms of a paper cut rather than something ..er... worse.

inclined to agree, but, if I was sending out an official letter and then got it covered in blood, I think I'd print another rather than just send a blood smeared letter out!
